Vehicle: Blue Nissan Altima
The light turns green and the car at the head of the line SITS there. The people in the car are engaged in a conversation, hands flying all over the place. A car honks. The car does not move. We other vehicles move to get around the car, then it starts to drive the short distance to the off ramp where it merges to the 80 km/h road at about 35 km/h. Then it cuts off flowing traffic, at about 50 km/h. Good work, guy. I don't expect people to SPEED or drive dangerously but obviously this guy wasn't paying attention at all. Find a safe spot to pull over and have the DISCUSSION OF THE YEAR and go back to driving when it's safe to do so.
